Asked and Answered Questions
- We usually provide Proof of Insurance after bid submittal. Do you want a certificate naming Skagit 911 as part of the bid. Yes, Skagit 911 needs to be named as an additional insured.
- The Bid Form lists UBI and WA Excise tax as separate items. Is the WA Excise tax something different that the UBI? If so, can you elaborate? They can be one in the same depending on how your organization is set-up.
- Are there any mid-point vaults on Christian Camp Road? I walked and looked for 30 minutes yesterday and could not find any. Any information about mid-point vaults would be helpful. It will probably pull okay, but it would be nice to know there’s a vault in the middle hidden somewhere. Yes there are mid point vaults. Probably under leaves or overgrown by grass. Skagit 911 will assist in locating them.
- If all splicing / terminations are to be done by others, are we still required to OTDR / OLTS test the fiber optic cable? If so, how would we go about doing that? As there is no splicing or connectorization to the cable taking place under this contract, testing is not required. Ziply will be responsible for testing any fibers they splice for service.
- Is this project funded in whole or in part with federal assistance? If so, please identify the funding source and confirm which project-specific federal requirements apply, including any Davis-Bacon, Buy America/Build America Buy America, or FAR-based requirements. No, it is not federally funded.
- Is the Department of Commerce Grant Coordinator provision in Appendix A §4.E and the conditional federal-funds/Davis-Bacon language in Appendix B §15.3 intended to apply to this project? Those appendices contain references to a different diesel-generator project. No, it does not apply.
- All intermediate vaults between the bottom of the hill and the radios site have been located and marked with construction staking and painted orange. Vault Spacing is approximately 500 feet starting at the bottom of the hill.
